The 'residual' title: everything that's left

The CILA has an inverted logic compared with the other titles: it is not defined by a list of its own works, it is what remains. Everything that is not free building activity (art. 6), nor SCIA (art. 22), nor permit (art. 10) requires the Sworn Notice of Start of Works (art. 6-bis of D.P.R. 380/2001). It is the default title for minor works that are nonetheless not entirely free.

What sets it apart from the SCIA

The key difference is structural: the CILA typically covers extraordinary maintenance that does not affect the building's structural parts; when the structures are touched, you move up to the SCIA. It is an even leaner sworn communication: no project assessment, works starting at once.

How it works

The communication, sworn by a qualified professional, is filed at the one-stop desk, and works begin at once. The professional certifies urban-planning and building compliance and that the work does not affect the structural parts. There is no preventive term-bound control as in the SCIA: the authority checks within its ordinary powers.

Why it matters
