Energy performance of buildings (EPBD, 2010 recast)

Directive 2010/31/EU (EPBD, 2010 recast) was, for over a decade, the European reference framework for the energy performance of buildings. It structurally introduced the nearly-zero-energy building (NZEB) obligation, the cost-optimal methodology for setting minimum requirements, and a common energy performance certificate. In force since 8 July 2010, it was implemented in Italy mainly through Legislative Decree 192/2005 as amended. It was recast by Directive (EU) 2024/1275 (EPBD IV), which repealed it with effect from 30 May 2026, introducing the new zero-emission building (ZEB) standard.
