Legislative Decree 494 of 14 August 1996 implemented Directive 92/57/EEC on temporary or mobile construction sites, introducing the design-stage and execution-stage safety coordinators, the safety and coordination plan (PSC) and the preliminary notice. Published in Official Gazette No. 223 of 23 September 1996 (S.O. 156), in force from 24 September 1996, it was repealed by Legislative Decree 81/2008, which moved its framework into Title IV of the consolidated act. It is the rule that gave the Italian construction site its modern safety organization.
