Law 10 of 9 January 1991 reorganized building energy saving by implementing the National Energy Plan: it repealed Law 373/1976, introduced the "Legge 10" technical report (still known by that name), an early form of energy certification and design obligations for systems and envelope. Published in Official Gazette No. 13 of 16 January 1991 (S.O. 6), in force from 17 January 1991 (Title II from 15 July 1991), it is formally still in force, although energy-performance rules have largely moved to Legislative Decree 192/2005 and its implementing decrees. It remains the historical hinge between the era of Law 373 and that of energy certification.
