New Construction Products Regulation (CPR)
Summary
TAV. 00The new European regulation on construction products, replacing Reg. (EU) 305/2011. It keeps the CE marking and Declaration of Performance system based on harmonised standards, but adds environmental sustainability requirements (carbon footprint, recycled content, durability, repairability) and a digital product passport. Application is gradual: the regulation applies from 8 January 2026, while Reg. 305/2011 remains transitionally in force for products covered by existing standards, with a staggered repeal across the transition period.
Scope of application

TAV. AWhat changes (and what stays) from 305/2011
The new regulation does not dismantle the framework of Reg. (EU) 305/2011: CE marking, the Declaration of Performance and harmonised standards remain the assessment basis. It adds a second, environmental pillar and the digitalisation of product information.
It entered into force on 7 January 2025 but applies from 8 January 2026; Reg. 305/2011 is repealed from the same date, with a long transition - until 8 January 2040 - for products covered by existing harmonised standards.

CE marking and DoP: the framework that stays

TAV. QIs the new CPR already in force?
It entered into force on 7 January 2025 but applies from 8 January 2026. Until then - and for many products also afterwards, during the transition to 2040 - Reg. (EU) 305/2011 keeps operating.
What happens to the CE marking we know?
It stays. CE marking, the Declaration of Performance and harmonised standards remain the basis; the new regulation adds environmental requirements and the digital product passport.
What is the digital product passport?
A digital record that gathers the product's information - declarations, safety, environmental and recyclability data - making it accessible and traceable for an extended period (at least 25 years).
Do I have to redo the DoPs of already-marked products?
Not immediately: during the transition, products compliant with 305/2011 remain valid. Migration will happen as the new harmonised technical specifications come into force for each product family.
Why a regulation and not a directive?
Because an EU regulation is directly applicable in all Member States without national transposition: the rules for marking products thus stay uniform across the single market.

- A digital record that gathers and makes accessible a product's information - declarations, safety, environmental and recycling data - over its life.

- The product's environment-related properties (e.g. carbon footprint, recycled content, durability) that the new CPR adds to the performance ones.
