Legislative Decree 31 March 1998, no. 114 — Reform of the rules governing the commerce sector ("Bersani Decree")

Comprehensive reform of fixed-location retail trade. It classifies shops by sales area — neighbourhood, medium and large outlets — with differentiated administrative regimes (from notice to municipal authorisation) and sets principles on opening hours and planning. A national framework later supplemented by regional rules and subsequent liberalisations.
